2012-13 State Budget

Leadership

  • Economic growth of 6.0 per cent in 2011-12 and 4.75 per cent in 2012-13 is the strongest in the nation
  • $484million operating surplus in 2011-12 and $196million surplus in 2012-13
  • Net debt peaking in 2014-15 before beginning to decline in 2015-16 and debt forecasts lower than at mid-year review
  • $1billion Western Australian Future Fund established for future generations to benefit from the finite mineral resources of WA. Future Fund estimated to be worth $4.7billion in 20 years time
  • 2 per cent efficiency dividend across general government and 2.5 per cent for GTEs to save $244million and $49million respectively in 2012-13 – part of a broad range of new savings measures designed to cut waste, provide efficient government services and allow reprioritisation of government’s spending
  • Salaries growth of 6.1 per cent in 2012-13, which is less than half the rate of salaries growth in 2008-09 of 12.4 per cent
  • Electricity tariff increase kept to the bare minimum and will only increase by CPI (3.5 per cent) in 2012-13 with operating subsidies to energy providers totalling $371million in 2012-13

Supporting our Community

  • New Cost of Living Assistance payment, worth $200 a year, to provide a 35 per cent increase to existing energy subsidy for around one-third of all Western Australian households from 1 October 2012
  • $11.7million in 2012-13 allocated to the Hardship Utilities Grant Scheme to help those most in need with their utility bills
  • $59million over four years for non government organisations to hire 100 additional community health nurses and $29million over four years to establish 10 new Child and Parent Centres at selected government schools
  • $32million over next three years to build the Western Australian Institute of Sport High Performance Service Centre
  • $71million over three years from 2013 14 to commence construction of the $428million new Museum in the Perth Cultural Centre
  • $375million over three years from 2013 14 to commence construction of the Perth Major Stadium at Burswood
  • Spending on mental health services up $46million or 7.5 per cent in 2012-13, and spending on disability services up $67million or 10.2 per cent in 2012-13
  • Additional $130million over 2012-13 and 2013-14 to fund the construction of 433 homes for those who cannot secure housing in the private market
  • Payroll tax incentives worth $7million over the next four years for employers who hire Indigenous employees or employees with a disability
  • Spending on health services up $462million (7.3 per cent) in 2012-13, as well as capital expenditure of $281million in 2012-13 for Fiona Stanley Hospital and $22million over 2014-15 and 2015-16 for refurbishment of Royal Perth Hospital
  • $265million to upgrade 29 schools to accommodate Year 7 students in a secondary setting, as part of an overall $341million funding package
  • $88million on road safety programs in 2012-13
    Additional $82million over four years for fire management in response to the Keelty reports

Building the State

  • $7.6billion on infrastructure in 2012-13
  • $1.4billion for electricity infrastructure and $1.1billion for water infrastructure
  • $57million to expand the capacity of the Graham Farmer Freeway tunnel and the Mitchell Freeway and $48million over four years to manage inner city traffic congestion
    $167million in 2012-13 on construction works for the Perth Waterfront project
  • Payroll tax rebate for small businesses worth $128million
  • Additional $99million over next two years for delivery of training services
