• Western Australian Government Submission to the Review of Australia’s Future Tax System

    In May 2008 the Commonwealth Government announced a review of Australia’s taxation and transfer system, including State and Territory taxes, but excluding the GST rate and base.

    The Western Australian Government has now lodged a submission with the Review. The submission:

    • highlights reforms to the Commonwealth tax system that would be conducive to investment and national economic activity, including in relation to the income tax zone rebate arrangements, depreciation allowances and a flow through shares scheme;
    • supports reform of Commonwealth‑State relations to improve States’ fiscal autonomy and flexibility while also reducing tax administration and compliance costs nationally.  It suggests that tax‑base sharing opportunities should be further examined in this context;
    • puts Western Australia’s view that the collection of the GST by the Commonwealth and distribution of the revenue between the States on the basis of recommendations by the Grants Commission is integral to any review of the national tax and transfer system and a fertile area for productivity-enhancing reform; and
    • confirms Western Australia’s position that royalties are clearly distinct from taxes and that States’ retention of mining royalties is non-negotiable.

    The Review is expected to issue a final report to the Commonwealth Government by the end of 2009.  More information about Australia’s Future Tax System review can be obtained from 2008 State Tax Review
